Abstract
The shrinking ice cover in the Arctic creates new opportunities for economic and international cooperation. Nowadays, the Arctic states pay great attention to human capital development in the North and in the Arctic. The reason for the increased attention is that human capital development not only contributes economically, but also allows them to talk about their claims to the Arctic territory. Studying and direct analysis of the experience of Canadian public policy in the North and in the Arctic will help to develop recommendations and adopt successful experiences for the Russian government.

Abstract
Nowadays the Arctic attracts a big attention to itself because of natural, energy and biological resources of strategic importance. Additionally, this northern territory affects the Earth’s environment around the world and has considerable influence on climate. That is why our country’s scientists, economists, geologists should make an effort to develop the Arctic zone, help its population to live and try to stop the melting of ice cover. This article is devoted exclusively to perspectives of the Arctic in the Russian Federation, as it holds high expectations for our country’s economic growth, ecology improvement and environmental enhancing of living and working conditions, also transport communications and infrastructure.

Abstract
Protection of the indigenous environment and traditional way of life of the indigenoussmall-numberedpeoplesofthe Northisoneofthedirectionsoftheimplementation of the strategy for the development of the Russian Arctic. For its implementation, various socio-economic and legal mechanisms of interaction between authorities, industrial enterprises-subsoil users, and the local population are being developed. In order to assess the impact of the industrial development of the Arctic territories on the traditional way of life of the local population and identify problem points of interaction, a sociological survey of the indigenous population of the village of Olenek of the Olenek Evenk national region of the Republic of Sakha (Yakutia) was carried out. The survey was conducted from 21 to 24 December 2020 using the group situational survey method. The opinion of the indigenous population living in the territories of traditional nature management of the Arctic zone of the Republic of Sakha (Yakutia) about the influence of the activities of subsoil users on their root way of life and traditional activities has been revealed. The results of the survey showed that, while recognizing the benefits of the presence of industrial enterprises, nevertheless, the indigenous population has a negative attitude to the industrial development of their territories. Based on the survey and analysis of scientific literature, the article identifies the main concerns of the population, which will improve the existing mechanisms for compensation for damage. The survey has also shown the occurrence of a significant asymmetry of information on ensuring the rights of small peoples on issues affecting their legally protected interests. Based on the results of the survey and assessment of the social and environmental impact of industrial development on the territories of traditional nature management, recommendations to minimize the negative impacts and measures for adaptation of the local population to the new challenges are proposed, points of interaction of subjects of socio-economic relations in the territories of traditional nature management in the Arctic are defined.

Abstract
This scientific article examines the problems of state regulation of tourism development. Tourisminthemindsofordinarypeopleisassociatedwithrest, newimpressions and emotions. It firmly entered the life of a modern person with his natural desire to discover and learn the unexplored corners of the planet, monuments of nature, history and culture, customs and traditions of different peoples. Our paper posits that the development of the «tourism product» depends on the effective implementation of the instruments of state regulation in the field of tourism. And that this condition is typical not only for the Russian Federation, but for all countries without exception, which fully meets the modern challenges of the time.

Abstract
Traditional medicine is an integral part of the traditional culture of every ethnic group, which is aimed at maintaining the health and treatment of the human body. Traditional medicine is based on the knowledge and experience of the people in medicine, which were formed through the transfer of knowledge from one generation to another. Yakut traditional medicine is rich in various means and methods of curing various illnesses, ranging from plant and animal products to mechanical methods of disease treatment. Kumis is a traditional fermented milk drink among the pastoralist peoples of Eurasia, the drink is prepared from fermented mare’s milk. Kumis in the culture of the Yakuts is deemed not only as a traditional drink, but also as a remedy for various diseases. The article discusses the food composition and the method of preparation of kumis, the application of kumis as a medicine in the Yakut folk medicine, as well as the current level of kumis production in the Republic of Sakha (Yakutia). Kumis has a substantial amount of vitamins and minerals that provide the organism with the elements it needs. The constant use of this drink improves the general state of human health: it strengthens the nervous system, immunity, improves blood composition and blood circulation in general, regulates normal metabolism, helps to restore the body after injuries and heavy physical exertion, and also the work of the cardiovascular system. Kumis treatment is a common way of treating and preventing diseases from traditional medicine, not only among the Yakuts, but also among other pastoralist peoples of Eurasia. The first kumis-treatment health resort was opened during the time of the Russian Empire, and gained particular popularity during the USSR. The peculiarity of kumis therapy, in contrast to other methods of folk treatment, is that it has scientific and medical validity and is widely used today in the framework of spa treatment.

Abstract
This article is devoted to the description of the concept of the word in the context of the traditional worldview of the Yukaghirs, representing an important aspect of their spiritual culture. Tapping into the practice of the functioning of the Yukaghir spiritual culture gives invaluable clues to understanding culture, searching for ways of preserving and developing traditional culture, caring for the natural environment, and the influence of the traditional worldview on the development of culture as a whole. Through the concept of the word, the socio-historical determination of stable positive trends is revealed, affecting the formation of the spiritual culture of the Yukaghir people, the awareness of not only the material, but also the spiritual foundation, which determines the state of being, changes taking place in modern society. According to the researchers, the image of the worldview is embedded in the concept of the word, as a reflection of a person’s knowledge of the world and as a way of perception, transmission of its ideological perspective about the world around. The study of the concept of the words of the Yukaghir language makes it possible to gain an insight in the inner world of the native speaker of this language throughout its entire cultural and historical experience and, on the basis of the diversity of the meaning of words laid down by it as the creator of cultural values, to show the authentic worldview of the Yukaghir ethnic group fixed in the word.
