The preservation and development of the languages of the peoples of the Russian Federation is enshrined at the legislative level; legislative acts are adopted at the federal, regional and local levels. In Yakutia, in 1992, the law «On languages in the Republic of Sakha (Yakutia)» was adopted. It spells out the areas of functioning of the state (Russian, Yakut) and local official (Evenki, Even, Yukagir, Dolgan, Chukotka) languages of the region, the responsibilities of legislative and executive authorities, and much more. The proposed work provides an analysis of survey data conducted among the population of the village of Batagai, Verkhoyansk region, under the articles of this law. The questionnaire was compiled by the team of the Department of Stylistics of the Yakut Language and Russian-Yakut Translation in order to identify the level of compliance with the requirements of the articles of the law; the questions were compiled in accordance with the wording of individual articles. The survey was conducted by participants of the Summer Scientific School «Young Researchers of Verkhoyansk», which is held annually by the M.K. Ammosov North-Eastern Federal University together with the administration of the municipal formation «Verkhoyansk District». In 2023, the school was held a survey on the basis of the Municipal Budgetary General Educational Institution «Batagaiskaya Secondary General Education School». The conducted survey showed uneven functioning of languages in the settlement.
ECONOMY
The paper examines the report of the chief economist of the Russian State Development Corporation Andrei Klepach «Why the population in the East is declining and what to do to combat this trend». Based on the competent analysis of the country’s chief economist, the regional state of the creative economy was examined with a focus on training and supporting students and young personnel for the creative industries. It is the creative industry that currently has the highest rate of youth involvement. Russia has all the necessary prerequisites for a dynamic pace of development of creative industries, as well as a number of successful examples of creative work not only in the central part of the country, but also in the regions. In 2019, the Government of the Republic of Sakha (Yakutia) approved the Concept for the development of the creative economy of the Republic of Sakha (Yakutia) until 2025, becoming the first subject of Russia where a strategic document on the development of the creative economy was adopted at the regional level. On April 27, 2024, the Decree «On the development of the creative economy of the Republic of Sakha (Yakutia)» was adopted. By 2030, it is planned to employ over 70 thousand Yakut citizens in the creative industries; new businesses will be created in science and education, information technology and cinema, design, art and architecture, with the subsequent commercialization of creative potential. The introduction of new educational programs adapted for the implementation of student projects and startups in the creative industries sector has a positive impact on the development of the creative sector of the economy.
The article considers cultural tourism as a factor of sustainable development of rural areas on the example of the Ust-Aldansky district in the Republic of Sakha (Yakutia). The main factor in this development is the historical and cultural heritage, which contributes to the attractiveness of the area. The object of the study is cultural tourism, the subject is the specifics of its development in the regions of new development on the example of the Ust-Aldansky district, Republic of Sakha (Yakutia). A brief analysis of the concept and features of cultural tourism is given. The relevance of the research is due to the need to study the specifics of the development of cultural tourism in the Ust-Aldansky region. The development of the tourism industry in this region involves, first of all, the effective use of tourism resources. Museum collections are of particular importance in the development of cultural tourism. One of the interesting places to visit is the Ust-Aldan Regional Museum of Local Lore. The museum’s expositions allow guests to plunge into the history of this place of Yakutia and better understand its unique cultural and historical heritage. Cultural and historical heritage is a term that designates many similar types of tourism, including historical, religious, ethnic, folklore, anthropological, event, artistic, museum and architectural. All of them are «culturally oriented» because they are connected by common interests and motives of travelers, as well as the use of common cultural and historical resources. Recommendations have been developed to improve cultural tourism in order to promote the work of the museum.
In the modern world, human well-being and his development determine the level of development of society as a whole. It is therefore important to focus efforts on creating conditions for every person to live a fulfilling life, including access to quality healthcare, education, cultural and sporting events. Investment in a person is necessary in order to ensure his successful participation in society, his self realization and the realization of potential. A healthy, educated and developed person is able to fully contribute to the development of society, improve the economy and social sphere. We must remember that man is the center of any ecosystem, and his well-being should be the main concern of society. Investment in people today is an investment in the future of society, which will bear fruit in the form of progress towards a more just and developed world. The idea is reflected that the well-being of a modern person depends, among other things, on his physical health. In this regard, an analysis of the development of physical culture is given using the example of the Arctic region, defined as part of the structure of the ecosystem of modern society. It talks about the need for a conscious approach to increasing the physically active population in the Arctic region.
The article analyzes the risks and limitations faced by the Russian gas industry in recent years. Russian gas sector faced with the negative influence of a number of internal and external factors («the perfect storm»). Currently, there is unprecedented pressure, that include not only falling export revenues, but also technological limitations. The Russian gas sector has been able to partially adapt to new operating conditions – a more flexible method of gas monetization is coming to the fore. Pipeline gas is increasingly losing its role as the basis for the development of the gas sector in the medium term, giving way to liquefied natural gas. The key factors limiting the operation of the industry are technological risks and restrictions in gas production and liquefied gas production, resource base limitations, risks on the side of the gas transportation system, as well as institutional risks and restrictions. In addition to development difficulties, new restrictions make it possible to reconsider the role of the gas sector in the economy: use more flexible approaches to export issues, develop domestic demand for gas, promote the development of independent gas production companies, and implement programs to support domestic manufacturers of a wide range of gas equipment and gas carriers.
Nemyugunsky Bakery («NHZ GROUP») is one of the largest producers of bakery and confectionery products in the Republic of Sakha (Yakutia). In the North, bread is one of the main consumer products and has social significance. Bread production is an important branch of the food industry and the marketing analysis of an enterprise engaged in bread production is of significant relevance given the competition in the food market. This scientific article analyses the marketing strategy of the NHZ GROUP, considering the basic principles and methods used by the company to achieve its goals, and assessing the effectiveness of the strategies used. The study will identify successful practices and suggest improvements in the marketing strategy of the NHZ GROUP. Such research becomes especially relevant in the context of enterprise management in the food and retail sectors. The authors conducted an industry analysis of the market for bread and bakery products in Yakutsk, identified market participants, analysed the marketing strategy of the NHZ GROUP comp any, paying special attention to various promotion methods that maintain the company’s competitiveness and satisfy the needs of customers. Also, based on the analysis of the company’s marketing strategy, proposals for improving the marketing strategy were identified. The results of the study can serve as a basis for the formation of specific practical recommendations for improving the position of enterprises in this industry, as well as help improve the efficiency of their activities in the regional market.
The problem of housing provision occupies an important place in the socioeconomic development of the Arctic regions of the Russian Federation. Mortgage lending with government support is a key financial instrument in this context. To support the population of the Arctic region, the influx of new personnel and the development of the construction industry in the Arctic, in December 2023 in the Russian Federation launched a new preferential programme «Arctic Mortgage», under which the residents of the Arctic region will be able to buy housing and improve their standard of living. The article presents an overview of the mortgage lending market in Russia for the period from 2019 to 2023: it analyses the dynamics of the number of credit institutions, changes in the weighted average rate on mortgage loans, as well as the share of preferential mortgages in the specified period of time. The factors influencing the volume and development of the mortgage lending market are highlighted, and the main reasons for the use of government-backed mortgage loans are identified. The current state of the mortgage lending sector is analysed in the context of the current economic situation. All these data are borrowed from the materials of the websites of the Central Bank of the Russian Federation, the Association of Banks of Russia and other statistical reports placed in the public domain on the Internet. However, they have not previously been published in scientific publications.
POLITOLOGY
The Arctic transport and communication initiative of the 21st century, with the Chinese idea of the «Polar Silk Road» as an example, is considered as a concept of peaceful coexistence within the framework of achieving the «Common Future» of the Sustainable Development Goals by 2030. The Arctic concept is presented using the world-political approach of N. K. Kharlampieva, which highlights the conceptual components of international relations development at the level of strategic planning of economic, transport and communication processes at the regional and global levels. This approach made it possible to build a strategic structure: a) to study the development of transport communication in the Arctic as a methodology; b) to describe the basis for the development of the Arctic transport and communication infrastructure. In the context of a tense foreign policy situation, it is particularly important to focus on the development of transport communication between China and Russia, where the achievement of the Sustainable Development Goals plays a special role in the development of the Arctic transport and communication infrastructure in the 21st century at the bilateral level.
