Abstract
The article deals with the institution of blood feud among the ancient Yakuts. The author deals with the problems of the genesis, formation and evolution of the custom ofblood feud of the Yakuts before the colonial development of Yakutia by Russian pioneers. The article names and analyzes the main factors of the relatively rapid transformation of blood feud by the system of compositions among the Sakha people. Comparative analogies are drawn with the functioning of the institute of blood feud among the Yakuts, Chukchi, Evens. There are similarities and differences depending on the socio-economic organization of traditional nature management. The conclusion is made about the ineffectiveness of the custom of blood feud as a means of maintaining a primitive law and order in the late communal tribal system of the Yakuts in the conditions of the Far North. The custom of blood feud among the Yakuts is reduced to nothing as a result of the transfer of the category of serious crimes to the jurisdiction of Russian legal proceedings.

Abstract
The article presents a general description of the digital transformation of the NGO sector of the republic on the example of the implementation of the project of the Union of Women’s Public Organizations of the Republic of Sakha (Yakutia) «Digital transformation of the Women’s Councils of Yakutia». As a result of the study of digital competencies of representatives of NGOs in the Arctic regions of Yakutia, the problems faced by the third sector during digitalization have been identified. According to the results of the research within the framework of the project «Digital transformation of the Women’s Councils of Yakutia», representatives of NGO organizations, activists of the women’s movement of the Republic of Sakha (Yakutia) revealed 57.3% - NGOs with an average level of digitalization, having the I level (basic) of information openness and promotion of NGOs. The active use of information and communication and digital technologies has fully allowed public organizations to quickly rebuild during the pandemic, in 2020-2021, and make their work more open. The implementation of the project «Digital transformation of the Women’s Councils of Yakutia» increased the organizational stability of 315 women’s public organizations, helped to widely highlight the work of women’s councils in the field, attracted the population to socially useful activities and became a support for the development of the women’s movement in the republic. The further development of digitalization and the introduction of advanced high-tech solutions should make the life of citizens of the Arctic regions more convenient and modern, and in general contribute to the sustainable development of the economy of the Republic of Sakha (Yakutia).

Abstract
This article is devoted to a research of foreign experience of state financial support for the development of Arctic territories (for example, the northern territories of Canada). The relevance of the research lies in the consideration of the state policy on the development and development of the Arctic of foreign countries. The main goal of the article is the need to study foreign experience of financial support for the sustainable development of the Arctic territories of Canada. The main objective is to highlight the instrument of financial regulation of the development of the northern territories of Canada. In conclusion,it is concluded that there are program-targeted tools and a system of financial equalization based on inter-budget transfers used by the Government of Canada for the development of the northern territories.

Abstract
The accessibility of quality education is a major factor of the social and economic development of a region or country. The development of information and communication technologies affects not only the field of education, but also all industries that play a key role for improving the living standards and quality of life of the population. The digitalization of education meets new global challenges, creates, and improves the existing methods of the educational system and modernizes the educational electronic tools. Sparsely populated and remote regions in the Russian Federation are characterized by an underdevelopment of the transport system and inaccessibility of social and economic services. The main transport routes are concentrated primarily in the highly populated areas of the country. The transport links and intraregional communications, in fact, are not established in remote regions. That leads to transport isolation from regional centers. The Republic of Sakha (Yakutia) is the largest region of Russia with a total area of 3.1 million square kilometers and a population of 981,971 citizens. The population density in the Republic of Sakha (Yakutia) for 2021 estimated 1.32 inhabitants per sq.km. In central regions and cities, this figure ranges from 0.27 to 2.85 per sq.km, and in remote areas from 0.01 to 0.15 inhabitants per sq.km. According to the Law of the Republic of Sakha (Yakutia) dated October 04, 2002 number 47-З N 429-II «The list of inaccessible and remote areas in the Republic of Sakha (Yakutia)», 185 settlements and 163 production sites are recognized as inaccessible and remote areas. The current social and economic situation in the country and in the education system indicates that the traditional forms of education and learning models do not meet the needs for educational services, usually concentrated in large cities.

Abstract
The toponymy of each region is a special layer of vocabulary that contains words from different eras and different languages. The Yakut Arctic system of oikonyms is characterized by multilingualism. The article presents the etymology and meaning of the names of settlements of uluses and districts belonging to the Arctic zone of the Republic of Sakha (Yakutia): Abysky, Allaikhovsky, Anabar national (Dolgan-Evenk), Bulunsky, Verkhnekolymsky, Verkhoyansky, Zhigan national Evenk, Momsky, Nizhnekolymsky, Oleneksky Evenk national, Srednekolymsky, Ust-Yansky and Eveno-Bytantay national. The relevance of the study is due to the need to study the oikonyms of Arctic Yakutia in a generalized and systematized form, which was not previously undertaken. This is the scientific novelty of the study. The purpose of the study is to determine the origin of the names of cities, towns and villages of the Arctic zone of the Republic of Sakha (Yakutia) and to find out from which source languages the largest number of oikonyms were formed. During the etymological analysis and statistical processing of the names of settlements, it was determined that most of the oikonyms of the ulus of the Arctic zone of the Republic of Sakha (Yakutia) were formed from the words of the Yakut language. There are more than 42 percent of such geographical names.
