Abstract
In the article, the authors consider the development of the Arctic zone of the Russian Federation in the context of the implementation of the principles of sustainable development of the territory on the example of the Republic of Sakha (Yakutia). Today, Russia's strategy in the Arctic should focus not only on the search for resources and opportunities to ensure sustainable socio-economic development of the Arctic zone of the Russian Federation, but also the preservation of its status as a territory and constructive international cooperation. The documents governing the activities and development of the Arctic zone of the Russian Federation are studied, the main approaches to the development of the Arctic regions of the Republic of Sakha (Yakutia) are presented. The implementation of the Strategy for socio-economic development of the Arctic zone of the Republic of Sakha (Yakutia) for the period until 2030 presents a unique opportunity to solve many problems associated with the implementation of the ideology of strategic planning, and will also allow the development of coordination mechanisms of different levels.

Abstract
The European Union seeks to play a key role in the Arctic. There the EU has trade, economic and environmental interests. The European Union is associated with the Arctic region thanks to such arctic countries as Denmark, Sweden, Finland and those EU members who are observers in the Arctic Council. However, the European Union as an integration association could not become an observer. The legal and regulatory framework of the European Union, which regulates activities in the Arctic, has been gradually developing since 2008. In 2016 an integrated EU policy for the Arctic was published. It has identified the main areas of activity: environmental preservation, sustainable development and international cooperation. The article deals with the role of the EU in the Arctic and the main documents adopted in the process of forming the Arctic policy. Special attention was given to some activities in 2018, as well as to Arctic projects funded by the European Union. The European Union is a major investor and it is planning to increase its contribution to the development of the Arctic in the future. Projects cover many areas: research, infrastructure improvement, cultural exchange, environmental protection, etc. Implementation of programs in the Arctic together with Russia shows that the EU is ready to cooperate in the Arctic, despite the foreign policy situation. It is concluded that the influence of the EU in the Arctic will depend on the successful implementation of current projects and obtaining observer status in the Arctic Council.

Abstract
The work is devoted to the analysis of the images of the enemies of the main characters in the Yakut and Altai epics - the monster Uot Usutaaky from olonkho and Kara-Kula-kaan from the Altai epic. There have been analyzed the nominal and formular characteristics of the villains, their role in the epics, their main similar traits of personality, their appearance, as well as the poetic means, used in the descriptions of characters.

Abstract
In this article, an attempt was made to examine the semantics of the ethnonym nuucha and tatars on the basis of the historical legend of the Markhinsky ulus from the work of “Ellayad” by the well-known researcher Gavril Vasilievich Xenofontov. Here is the assumption that the tatars and nuucha appearing in the legend of a resident of the Markha district of 1925 Spyridon Nikitich Samsonov, is the interpretation of the names of the peoples of central Asia played a role in the history of Ancient China and the origin of the sakha people. This article describes the assumptions of well-known researchers G.V. Ksenofontov, V.L. Seroshevsky, V.M. Nikiforov, A.G. Garimullin and Y.I. Vasilyev are in the works analized the origin of the etymology of tatars and nuucha, indicate the participation of the tatars in the ethnogenesis of the yakuts. For example Yuri Ivanovich Vasiliev refers in this issue that father Allay in the legends name is Tatar Taima and sees the reason for migration to the river Middle Lena, the legendary forefather of the yakuts in the war of khitan (tatars) and nuits-ji (manchu).
