Abstract
The article is devoted to the consideration of the situation of indigenous peoples of the north living in the territories of the Arctic zone under the conditions of residents in the regions of activity. The problem of the interaction between traditional lifestyles in special geographical and climatic conditions dependent on the state of the environment and mining companies is highlighted, thereby having an environmental impact. Attention is paid to the relationship between economic activity and traditional lifestyles in relation to the environmental environment in the region of activity. The main purpose of the work is to consider legal and other ways of regulating relations between the parties and the problems of its implementation. The main task is to highlight the current social and environmental problems of the indigenous peoples of the north in the Arctic zone and how to solve it. It is concluded that the legal methods of regulating relations between the parties do not meet the necessary requirements, and, accordingly, did not entail the expected result, and finding the indigenous peoples of the north in the increased conditions of industrial development of the Arctic zone, as well as the need to introduce provisions for the definition of a «social license for activity» at the legal level.

Abstract
The article analyzes the prospects for high-quality training of qualified personnel for the development of the Arctic, implemented in the Arctic regions of the Russian Federation within the framework of the main directions of state policy, based on innovative projects with the participation of large private corporations, educational institutions, public initiative, various funds. For the sustainable development of the Russian Arctic, it is necessary to develop a comprehensive long-term program for providing this territory with highly qualified labor personnel, based on a balance of the state’s capabilities and the in- terest of private business in the development of the region of presence, attracting and retaining, first of all, young people there. The article reveals the possibilities of educational organizations of secondary vocational and higher education (federal universities, flagship universities, colleges, etc.) in meeting the most important needs of the subjects of the Arctic zone of the Russian Federation; Centers of Arctic competencies, bringing together multi-level professional educational organizations; innovative Centers for additional education, on the experimental sites of which a special practice-oriented environment has been created for the implementation of project activities. The content and prospects for the interaction of educational organizations with employers-partners are characterized with an emphasis on practice-oriented training of students, the development of various forms of public-private partnership of educational organizations and companies, including the training of human resources through a targeted order.

Abstract
The Arctic territory of Yakutia has been a place of active interethnic contacts for many centuries. This situation has caused problems of ethnic identification of the peoples living here today. This area was attractive for development due to the abundance of fish, sea animals and reindeer. The first ethnic stratum here were the ancestors of the Yukaghirs and Samoyeds, the next - the Tungus-Manchurian tribes. Ethnic processes in northern Yakutia were greatly influenced in the XVII century by Yakuts and Russian old-timers, who made up a significant part of the population of the district. Already in the earliest periods there were mixed ethnic communities: Tungus-Samoyed, Even-Evenk, Yukagir-Evenk, Even-Yukagir, Yakut-Tungus, Yakut-Yukagir, etc. The peoples moving to the Arctic territories lost their traditional economic activities (hunting, cattle breeding), switching to fishing. This situation led to the loss of national features of culture, rituals, customs and language. By the beginning of the 20th century, almost the entire population here switched to the Yakut language. The formation of the ethnic composition of the region in the twentieth century was influenced by socio-political and economic processes, the influence of Russian culture increased. Thus, the multiculturalism of the region has become the main cause of the problems of the formation of ethnic identity, the modern generation can hardly name their nationality. In the current situation, only the education system, measures to revive the native language and culture, can help preserve the ethnic identity of indigenous peoples.

Abstract
The paper focuses on the issues of preservation and development of the linguistic and cultural heritage of the indigenous peoples of the Arctic on digital media and in cyberspace. Indigenous small-numbered peoples of the North of Russian Federation, as well as all indigenous peoples living in the Arctic, have been mastering the Arctic landscapes for many centuries, adapted to extreme climatic conditions in permafrost, developed their original culture and lived in harmony with nature, without violating the ecology of the vulnerable northern nature but they are experiencing the challenges of modern society like no one else: deepening globalization processes, anthropogenic processes and active industrial development of their native habitat. The combined influence of the all these factors have a deleterious impact on the traditional way of life.The rapid processes of globalization and industrial development of the North and the Arctic have led to the fact that these peoples are on the verge of an ethnic crisis, which threatens the unity of ethnic characteristics (language, culture, way of life, traditional industries: reindeer husbandry, hunting, fishing). The paper presents the work of the UNESCO Chair at M. K. Ammosov North-Eastern Federal University in solving these issues. The basis of this work is the international project «Digitalization of the Linguistic and Cultural Heritage of the Indigenous Peoples of the Arctic», which has the status of an Arctic Council project.

Abstract
The relevance of this article is dictated by the need to study one of the main components of the Yakut geocultural landscape - the liminal road system, which is considered as a single artistic system. In this regard, the scientific novelty of the article is obvious: it consists in the need to comprehend the liminal (intermediate) space as a semantic structure, which manifests itself in the constancy of images, universals that have a cultural-historical, mental community. The study of one of the interesting aspects of the local text - the intermediate space in the context of the national picture of the world on folklore, ethnographic and literary materials - has not received detailed development in Yakut science to this day. The purpose of this article is to identify the role and function of the road person in determining the boundaries and boundaries of space. The interest in the liminal (intermediate) chronotope and the road as a special chronotopic complex is emphasized, reinforcing with its presence other spatial structures, or rather the toposes of Alas (villages) and cities, without which it is impossible to function an integral geopoetic picture of the Yakut world. In the context of the stated topic, the study of the image of a literary hero, a small town (a «town»), whose actualization of consciousness is determined by modifications of the surrounding landscape, receives a new semantic load. The author of the article adheres to the position when the process of evolution of the hero of the path, which is fully revealed in the liminal space of the road, most clearly shows the cultural signs of perception of the problem of life and death, which in different historical and cultural periods receive unexpectedly interesting properties. The conclusions outlined in this article can be used in the development of problems of the cultural landscape, ethno-cultural criteria of identity in modern conditions, which have become the most relevant in recent years in Russian science.
