The analysis of digital and physical accessibility of educational institutions in remote and sparsely populated areas: the case of the Republic of Sakha (Yakutia)

The accessibility of quality education is a major factor of the social and economic development of a region or country. The development of information and communication technologies affects not only the field of education, but also all industries that play a key role for improving the living standards and quality of life of the population. The digitalization of education meets new global challenges, creates, and improves the existing methods of the educational system and modernizes the educational electronic tools. Sparsely populated and remote regions in the Russian Federation are characterized by an underdevelopment of the transport system and inaccessibility of social and economic services. The main transport routes are concentrated primarily in the highly populated areas of the country. The transport links and intraregional communications, in fact, are not established in remote regions. That leads to transport isolation from regional centers. The Republic of Sakha (Yakutia) is the largest region of Russia with a total area of 3.1 million square kilometers and a population of 981,971 citizens. The population density in the Republic of Sakha (Yakutia) for 2021 estimated 1.32 inhabitants per sq.km. In central regions and cities, this figure ranges from 0.27 to 2.85 per sq.km, and in remote areas from 0.01 to 0.15 inhabitants per sq.km. According to the Law of the Republic of Sakha (Yakutia) dated October 04, 2002 number 47-З N 429-II «The list of inaccessible and remote areas in the Republic of Sakha (Yakutia)», 185 settlements and 163 production sites are recognized as inaccessible and remote areas. The current social and economic situation in the country and in the education system indicates that the traditional forms of education and learning models do not meet the needs for educational services, usually concentrated in large cities.
