WORKFORCE POLICY IN THE ARCTIC: HISTORY AND CURRENT STATUS(THE EXAMPLE OF CANADA)
Abstract
The shrinking ice cover in the Arctic creates new opportunities for economic and international cooperation. Nowadays, the Arctic states pay great attention to human capital development in the North and in the Arctic. The reason for the increased attention is that human capital development not only contributes economically, but also allows them to talk about their claims to the Arctic territory. Studying and direct analysis of the experience of Canadian public policy in the North and in the Arctic will help to develop recommendations and adopt successful experiences for the Russian government.
