Analysis of state forest management in the Republic of Sakha (Yakutia) under risky conditions

Abstract

The final qualifying work examines the transformation of the mechanism of state forest management in the Republic of Sakha (Yakutia) in conditions of risk. The paper provides a comparative analysis of models and monitoring of state forestry management, as well as an assessment of the effectiveness of its work. Based on the data obtained, recommendations are proposed to improve the mechanism of state forestry management in the Republic of Sakha (Yakutia) in conditions of risk. The interaction of executive authorities, institutes and logging enterprises realising the state forest policy, forest control, scientific research and creation of economic entities of the forest complex is considered. On the basis of data from Rosstat the advantages and difficulties of forestry of the Republic of Sakha (Yakutia) in the conditions of riskogenicity are defined. The variants of gradual transition from the extensive model of forest management to the intensive model are proposed. A comparative analysis of the experience of Scandinavian countries, such as Sweden and Finland, where the tools of intensive forest management model have been successfully implemented to combat illegal logging (black loggers) and large-scale forest fires. Their experience may be useful for implementing similar measures in Yakutia.
