Forms of public involvement in the development of the Arctic region

Abstract

The relevance of the chosen topic is due to the development of the Arctic territory, which in recent decades has become a region that plays a special role in the context of the implementation of the national policy of the northern states. According to the strategic documents, Russia actively participates in the development of the Arctic: it supports cooperation through participation in the Arctic Council and other international forums, including representation of the interests of indigenous peoples; an attractive image of the North is created, social and professional selfrealisation of the peoples of the Far North is ensured. For this purpose, various programs and activities aimed at the development of the northern regions of Russia are offered. The purpose of this article is to analyse various forms of public involvement in the development of the Arctic region. Within the framework of the proposed article, Russia’s goals in the Arctic region are explored; forms of public involvement in various organisations related to the Arctic are established; examples of public participation in government processes are presented, as well as examples of participation and self-realisation of youth in the Arctic region are considered. The article discusses the ideas of such scientists and experts as V. N. Konyshev, A. A. Sergunin, P. V. Gogolev, A. N. Chilingarov. The methods of scientific research are used: comparative analysis, systemic and organisational-managerial approaches, principles of objectivity and scientific approach.
